The Programs, Issues, and Advocacy series (circa 1927-2002) contains materials relating to the League's programs and legislative issues and priorities. The LWV is non-partisan regarding political candidates and political parties. The League Program focuses on the League’s positions regarding local, national, and international issues. The League chooses issues for study, support or opposition, and action. The League selects several issues at a time, researches information and community needs, and conducts studies in order to come to a consensus to either support or oppose a specific issue or piece of legislation. For some issues, the League may create outreach programs or educational events, or take other actions. This series includes planning materials, correspondence, minutes, studies and questionnaires, and any resources or reports used or collected by the league related to specific programs and issues.

Some of the issues the League has focused on over the years include: education, police relations, transportation in Baltimore, City Government, redistricting and reapportionment, urban renewal, health, environmental issues, employment, civil rights, foreign policy and trade, housing, and many other issues effecting Baltimore City, Maryland, and the United States. The content of this series overlaps with other series and subseries in this collection and researchers will find related materials in various series and subseries.

Information about the League Programs was collected from the collection and from copies of the League of Women Voters of Baltimore City Handbooks in the archival collection, and from the League of Women Voters of Baltimore City website.

Collection is open for research. This collection contains audio-visual and digital materials that may need further processing or special equipment to allow use. Scrapbooks are oversize and in delicate condition. Some scrapbooks have loose materials, but are largely intact. These are stored flat to ensure the materials remain intact.
