Scope and Contents

The Southeast Council Against the Road Records document the activities and organization of the community coalition in their efforts to prevent the proposed East-West Highway from routing through Baltimore neighborhoods in the 1960s and 1970. The collection also includes materials related to their partnerships with other community organizations, their work related to historic neighborhood preservation, and other functions. Materials include articles of incorporation for community organizations, by-laws, public hearing records, correspondence, minutes, reports, publications, photographs, and clippings.

Historical Note

Barbara Mikulski and Gloria Aull organized the Southeast Council Against the Road Records (SCAR) in 1968 to fight the construction of an East-West Expressway that would have destroyed sections of Southeast Baltimore. SCAR was a coalition of organizations and private individuals in Southeast Baltimore that opposed the proposed expressway which was planned to route through residential neighborhoods and business districts of Baltimore City. The group also partnered with and supported other community organizations in opposition of the proposed highways during what is known as the "Road Fights." The group's efforts were successful and the highways were rerouted away from the city neighborhoods.

Custodial History

The collection was donated to the University of Baltimore by Ellen von Karajan, Executive Director of the Society for the Preservation of Federal Hill and Fells Point, in 2003.
