Content Description

The collection documents the activities and functions of the Homeless Persons Representation Project (HPRP) in Baltimore, Maryland between 1987 and 2019. Materials are textual and include articles of incorporation, meeting minutes, legal case documentation, newspaper clippings, reports, and strategic plans. Historical Note

The Homeless Persons Representation Project (HPRP) was a legal advocacy and direct services nonprofit organization that existed in Baltimore City from 1987 until 2025. Founded in as a pro bono extension of the Maryland Volunteer Lawyers Services, the HPRP earned nonprofit status in 1990. It's mission was to eliminate homelessness in Maryland by providing free legal advice, counsel, education, representation, and advocacy, for low-income people facing housing insecurity. HPRP staff and volunteers offered legal services through outreach in shelters, soup kitchens, welfare offices, community centers and on the street. Their programs included: Legal Services Access, Housing and Shelter Preservation Project, Housing for Chronically Homeless People, Access to Public Benefits, Reducing Barriers to Housing and Employment Imposed by Criminal Records, and Access to Head Start for Homeless Children.
